Traits

Sunlight Sensitivity. While in sunlight, the kobold has disadvantage on attack rolls, as well as on Wisdom (Perception) checks that rely on sight.
  Draconic Resilience. Tweet's hit point maximum increases by 1 for each sorcerer level he has.
  Elemental Affinity (Fire). When Tweet casts a spell that deals fire damage, he adds his Charisma modifier to one damage roll of that spell. Additionally, he has resistance to fire damage.
  Pack Tactics. The kobold has advantage on an attack roll against a creature if at least one of the kobold's allies is within 5 ft. of the creature and the ally isn't incapacitated.
  Spellcasting. The Tweet is a 9-level spellcaster. Its spellcasting ability is Charisma (spell save DC 15, +7 to hit with spell attacks). The Tweet knows the following sorcerer spells:

• Cantrips (at will): Fire Bolt, Prestidigitation, Control Flames, Create Bonfire, Light

• 1st level (4 slots): Burning Hands, Shield, Magic Missile

• 2nd level (3 slots): Scorching Ray, Flaming Sphere, Mirror Image

• 3rd level (3 slots): Fireball, Melf's Minute Meteors

• 4th level (3 slots): Wall of Fire, Fire Shield

• 5th level (1 slot): Immolation

Actions

Dagger. Melee Weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 4 (1d4 + 2) piercing damage.
  Sling. Ranged Weapon Attack: +4 to hit, range 30/120 ft., one target. Hit: 4 (1d4 + 2) bludgeoning damage.
  Staff of Fireballs (3 charges). While holding it, Tweet can use an action to expend 1 or more of its charges to cast the fireball spell (save DC 15) from it. For 1 charge, you cast the 3rd-level version of the spell. Tweet can increase spell slott level by one for each additonal charge you expend.
    The wand regains 1d4+1 expended charges daily at dawn. If Tweet expend the wand's last charge, roll a d20. On a 1, the wand crumbles into ashes and is destroyed.
